BCN has an Image Editor in the Resource Section and you can buy inexpensive hard copy photos on Etsy.com.
Downloads are available but use is restricted by some sellers.
Office Supply stores will scan photos and email you for $3.
Using the above photo purchased on Etsy, I will take you to a finished article sent to the publisher.
First, I avoid out of focus photos because they are almost impossible to fix. This one was a nearly perfect.
Second, I decided to do B quality work that takes very little time on the laptop. I am not a restoration perfectionist:
Just get it ready for an article not the museum.

The publishers are very helpful to new writers and will publish from Email attachments. Some High Tech folks learn to upload articles and photos in the BCN format.
I write articles with Microsoft Word with the photo inserted, and email the document and the photo in two attachments.
I gave the Publisher the right to edit any text. They will also help you with the settings to accept comments or not. Also you can delete outsider comments or learn to delete them yourself.
BCN publishes jokes, short stories, and poems. In fact, I do not know of any subject excluded.
Summary: It ain't that difficult.
